IELTS for Permanent Residency

IELTS score requirements for permanent residency applications worldwide

Permanent residency (PR) applications typically require higher IELTS scores than work visas because PR grants unlimited rights to live and work in a country. In points-based systems (Australia, Canada, New Zealand), IELTS scores are one of the most heavily weighted factors. The difference between a good and excellent IELTS score can mean receiving a PR invitation or waiting indefinitely.

Why Is IELTS Required for Permanent Residency?

Permanent residents are expected to integrate fully into society — accessing healthcare, education, legal systems, and community services without ongoing language support. Governments view strong English as a predictor of successful long-term settlement, employment outcomes, and social integration. This is why PR English requirements are typically higher than temporary visa requirements.

Academic vs General Training

Most PR pathways accept IELTS General Training. IELTS Academic is also accepted but not required unless you are simultaneously pursuing professional registration. For PR applications, General Training is the most common choice because the requirements are immigration-focused rather than academic.

Typical IELTS Score Requirements

Australia — Permanent Skilled Visa (Subclass 189/190)

6.0 minimum; 7.0 for 10 points; 8.0 for 20 points

Band 6.0 in each band is the minimum ('competent English'). Each band increase earns significantly more points. In 2025-2026, invitation rounds for most occupations effectively require 7.0+ to be competitive. IELTS 8.0 in each band is the maximum points.

Canada — Express Entry (PR)

CLB 7 minimum (IELTS 6.0 per band); CLB 9-10 competitive

CLB 7 is the baseline for FSW eligibility. CRS scores are heavily weighted toward language: CLB 9+ can earn 120+ points for language alone. Most successful Express Entry candidates have CLB 9 or higher.

New Zealand — Skilled Migrant Category

6.5 overall, no band below 6.0

Standard for most PR pathways. Higher scores do not earn additional points in NZ's system but demonstrate stronger settlement capability. Applicants from English-speaking countries are generally exempt.

UK — Indefinite Leave to Remain (ILR)

B1 CEFR (IELTS 4.0 in each component)

The UK ILR threshold is lower than many expect. B1 level (approximately IELTS 4.0 minimum per band) combined with the Life in the UK test is the requirement. This must be via an approved SELT test (IELTS for UKVI).

Requirements can change. Always verify current requirements directly with the relevant authority before booking your test.

For PR in Australia and Canada, IELTS is the single highest-ROI investment you can make. Calculate exactly how many CRS/PR points each band improvement earns and focus on the component that gives you the most marginal gain.

If you are already in the country on a work visa, use the immersion advantage. Practice English daily through real interactions, consume English media, and join conversation groups. Living in an English-speaking environment should accelerate your improvement.

Plan your IELTS timeline around your PR application deadline. Allow for 2-3 test attempts and remember that scores are valid for 2 years (3 years in some Australian visa subclasses).

If your IELTS score is competitive but not maximal, consider whether investing more time in IELTS gives better returns than improving other PR factors (work experience, age, state nomination).

For Canada specifically, consider taking both IELTS and TEF/TCF (French). Bilingual candidates earn substantial bonus CRS points. Even basic French (NCLC 5-6) combined with strong English can push your CRS above the cutoff.
