People in many countries now live well into their eighties, and opinion is divided over whether this is a burden or a blessing. In my view, the advantages can outweigh the disadvantages, provided that governments plan sensibly.
The disadvantages are real and mostly financial. A larger proportion of retired people means that state pensions and healthcare absorb a growing share of public spending, while the number of working taxpayers who fund them shrinks. Elderly patients also require long-term care for conditions such as dementia, which is expensive and demands trained staff. Countries with a rapidly ageing population may therefore be forced to raise taxes or cut spending on other services such as education.
Even so, the benefits of a longer-lived society are often overlooked. Older people carry decades of professional experience, and many are willing to continue working part-time, mentor younger colleagues or run small businesses. Others contribute through voluntary work, looking after grandchildren so that parents can remain in employment, or supporting charities that would otherwise lack staff. In addition, healthy retirees have significant purchasing power, and their spending on travel, leisure and health products has created a thriving "silver economy" that generates jobs.
Crucially, many of the problems can be managed. Raising the retirement age gradually, encouraging flexible working for older employees and investing in preventive healthcare would keep people independent and productive for longer. Such measures turn the extra years of life from a cost into an asset.
To sum up, an ageing population undoubtedly puts pressure on public finances, but I believe the social and economic contribution of older citizens is greater than the cost, as long as governments prepare for the change rather than simply reacting to it.
Why this answer scores Band 7.5
- Task Response: The essay answers 'to what extent' directly, conceding real disadvantages before arguing that the advantages outweigh them if governments plan ahead.
- Coherence and Cohesion: A concession-then-rebuttal structure is signalled by 'Even so' and 'Crucially', and each paragraph opens with a clear topic sentence.
- Lexical Resource: Precise collocations such as 'public spending', 'purchasing power' and 'long-term care' show good range without forced idioms.
- Grammatical Range and Accuracy: The writing uses a variety of subordinate clauses, participles and a 'provided that' condition, with accurate agreement and punctuation.
